No, share holders have no right to ask for refund or dividends unless the company itself decides for it. This is because they only own a part of ownership(not completely)  and as it will disrupt the system and management.

No a share holder cannot ask for a refund.But they can transfer their shares to others.Also they cannot ask for a divident.But if company provides divident the current share holders of the company can enjoy the divident amount.
