IPO is Initial Public Offer.  Any company or person can apply for IPO in SEBI, but the company or person should provide their already existing company running successfully or their business model has scope for making profit.  Then, they should advertise all the details regarding their business plan.

IPO is for people who have the idea to make money through their business model but they want public to fund for their business.  Whatever the profit made will be divided among the shares.
