Technical indicators are driven by algorithms. This gives its results based on the quality of the input.

Technical indicators will help provide a direction. But decision cannot be made based on Technical indicators.

Buy or sell decision can be made using Analysis.

Technical Indicators are  set of algorithms which can be applied on the trend to get the indication of price movement. It can be used as supporting tool to confirm the analysis derived from the technical analysis. But the indicators does not work in all scenarios, some of them work for trending and some of them in non trending zone.
