    IPO means Initial Public Offer.

when a person/partners running a company and if they need to expand their business and basically they calculate the amount needed to expand. Then with that plan they must approach SEBI and get approval from them and advertise with number of shares with face value(total investment/no.of shares).

Its a primary market through which companies can reach out to public to gain capital. Even before the company can apply for IPO, it has to be approved by SEBI.

Initial public offer with which a company raises its capital from public through primary market. Those companies have to get permission from SEBI to give IPO. Those companies should be transparent to SEBI in terms of how much capital they need from public.
