These IPOs which means company is offering their shares for the first time to public in primary market. You can trade these stock only after it reaches the secondary market, usually 1 or 2 weeks from the issue. Trading with any new IPO stock is at your own risk as only analysis that can go right in the initial period is fundamental analysis. Technical analysis can be done only after the stock started showing some trends (probably after few months to even a year) which a technical trader can follow.

Regarding the issue date, it is the date when IPO is available to buy from primary market and closing date is when issue of IPO is closed. Usually issue is available for three working days.
