    meaning: The term whistle-blower comes from the whistle a referee uses to indicate an illegal or foul play.
    usage:
    A second Whistleblower Lawsuit about to be filed against Nampa Schools .
    The bill also would clarify that whistleblowers have the right to communicate with Congress.
