    Abdicate means formally and public give up a position of power or a responsibility usually by choice. The example abdicate  king choosing to no longer be king.

    Meaning:

                  To give up or renounce (authority, duties, an office, etc.), especially in a voluntary, public, or formal manner.

    Sentence form:

               It is Council responsibility to do recycling and we’re abdicating our responsibility.
