Answering to your question 1 :: Who Decide the Premium amount in Option Trading ?
Premium is decided by the buyer and seller of the particular contract.

Answering to your question 2 :: What is formula for Option trading?
There is no such formula for option trading but the option strategy can be formed with the expected price moment.
