Critics against Dow theory is that it cannot be used for short term trading and for an active trader. And also Dow theory may give the call once in 3 months or once in a year or even no call will be made. But many concepts in technical analysis are evolved based on dow theory, and also dow theory is effective to find the bullish or bearish trend for long term.
