Stock market is basically two types primary and secondary market. A company directly raising a capital throught IPO in primary market. Those who paid the par value will get the right and become share holders of the company. If the share holder wants his money company will not refund so he can transfer his rights to who is willing to pay accordingly to the companies current value in the secondary market throught brokers regulated by Sebi.
